Background
In November 2022, the Collective Impact Core approved a three year action plan to support the workgroups in becoming trauma-informed. This action plan is adapted from Trauma-Informed Oregon’s Roadmap to Trauma-Informed Care.
The Project
Step 1: Assess where each Workgroup is at on the trauma-informed care continuum
In January 2023, the Collective Impact Core approved an assessment tool that we adapted from Trauma-Informed Oregon’s Roadmap to Trauma-Informed Care. Our Workgroup Representatives gave this assessment to their workgroups between January 2023 and April 2023.
Step 2: Support each workgroup to become Trauma Aware
Focus: Recognition & Awareness
- At least one Workgroup Member understands the need for trauma-informed care and advocates for it.
- A group of Workgroup Members understand the need for trauma-informed care and advocate for it.
- A majority of Workgroup Members understand the need for trauma-Informed Care and can speak about the need for it.
- The Workgroup uses data to validate the need for trauma-Informed Care.
Based on the 2023 assessments, we saw a need for foundational training on trauma and trauma-informed care for Work Group Members.
Step 3: Support each Workgroup to become Trauma Sensitive
Focus: Foundational Knowledge
- A few Workgroup Members have attended foundational training about trauma-informed care.
- Most Workgroup Members have attended foundational training about trauma-informed care.
- Most Workgroup Members have knowledge about trauma-informed care.
- Trauma-informed care knowledge is exchanged among Workgroup Members as part of the Workgroup.
- A group of Workgroup Members can apply trauma-informed care knowledge and skills.
Focus: Workgroup Readiness
- Workgroup has stable funding and a low level of chaos.
- Workgroup leadership is committed to trauma-informed care.
- A majority of Workgroup Members are committed to trauma-informed care.
- Resources are directed to trauma-informed care efforts (e.g., time for training, etc.).
- Trauma-informed care is a Workgroup priority.
- Workgroup leaders model trauma-informed care.
- Workgroup leaders embody trauma-informed care.
Focus: Process & Infrastructure
- A dedicated group within the Workgroup is identified as trauma-informed care change agents.
- Trauma-informed care change agents include people with lived experience in the Workgroup’s priority area.
- A process of communication and information sharing is established.
- Trauma-informed care change agents are able to infuse trauma-informed care knowledge to other Workgroup Members.
- Trauma-informed care change agents are empowered to call into question non-trauma informed policy and practice, including power structures.
Step 4: Support each Workgroup to become Trauma Responsive
Focus: Gather Information
- Trauma-informed care change agents use a process for gathering info about trauma-informed care opportunities.
- Trauma-informed care change agents have reviewed policies, practices, and environment with a trauma-informed lens.
- The Workgroup has a process for input and feedback from Workgroup Members and program/service beneficiaries.
- The Workgroup uses other data to identify opportunities for trauma-informed care.
Focus: Prioritize & Create Plan
- Trauma-informed care change agents have developed a method to prioritize trauma-informed care opportunities.
- Trauma-informed care change agents have created a work plan.
- Trauma-informed care change agents monitor the work plan and use it to feed implementation efforts.

- Long Term:
- All or our Workgroups will be Trauma-Informed by 2028.
